The “everyman’s right” in Scandinavia – what is allowed and what is not?

Das “Jedermannsrecht” in Skandinavien - was ist erlaubt und was nicht?

What's forbidden in Germany is actually encouraged in other countries! We're talking about the "right to roam," which has been known for centuries in Scandinavian countries and is deeply rooted in their culture. It's most famous in Finland, Sweden, and Norway, but even within these countries, there are some differences you should definitely be aware of during your trip.

What does the right of public access mean?

The right of public access states that everyone, including tourists, is free to roam in nature. Camping is also permitted in almost all locations. This right makes it possible to plan beautiful routes by bicycle or on foot. Even collecting wildflowers, mushrooms, and berries is allowed. However, you should leave protected plants alone.

However, you should adhere to the four basic rules:

  • #campingwithmanners: Leave no trash
  • Make sure you are not on private property.
  • Do not damage nature
  • Avoid cultivated fields

Does this also apply to traveling with a campervan or motorhome?

This varies from country to country. It's important to check locally to confirm that you're actually allowed to stay overnight with your campervan. Many signs are now translated into German, so you can be 100% certain whether you're allowed to spend the night there. Otherwise, if you're unsure, it's best to find a different spot for the night.

What is allowed in which country?

Finland

In Finland, you may only park your campervan or motorhome where it is explicitly permitted. Everywhere else it is forbidden.

Sweden

Overnight stays are permitted in designated parking areas. You are also allowed to park and spend the night on the beach in Sweden.

Norway

In Norway, the situation is quite different. Here, you can park your motorhome almost anywhere and spend the night. Just be careful not to trespass on private property.

Does the right of public access apply to all areas of nature?

The right of public access, however, does not only mean that one is allowed to be in the forest and enjoy nature. It also includes guidelines on how to behave on the water, whether fishing is permitted in the respective region, and contains rules for making fires in nature.

For example, you are allowed to be on the water, but you can't fish or angling everywhere, as this is generally not included in the right of public access and is regulated by region. The same applies to hunting, for which a separate permit is required. Making a fire in the open countryside is only permitted in certain areas and, like cooking with a gas stove outdoors, is subject to strict regulations. Especially in summer, you should definitely find out beforehand where you are allowed to make a fire and cook, as otherwise, in the worst-case scenario, a forest fire could occur.

As you can see, the right of public access is quite extensive and varies from country to country. Therefore, please find out in advance exactly what you are allowed to do and what is prohibited at your destination. Generally speaking, everything is forbidden unless explicitly permitted.

Furthermore, you should think about which route you want to take beforehand. Not all parking lots or areas where overnight stays are permitted have a mains electricity connection that can fully recharge your camper's batteries or allow you to cook and run your heating.
